Library Of the Ancients

I ordered on June 27th, one book, and got the card, no discount. I ordered on July 4th, another book, and got a 1% discount. I was look at ordering another book today, July 12th, and I get a 1% discount. In reading the library of the ancients page, it sounds like the book discount is additive for the rest of this year, up to 20%. Thus I would expect to receive at least a 2% discount, if not a 3% discount.

Please clarify if the Library of the Ancients increases throughout the year. The web page sure sounds like it does.
